Deregulation is an invitation to ignore all the rules and plunder. Absolutely.

The problem with the California energy crisis was that it was deregulation of supply with ongoing regulation of demand and price. In other words, as shortages started, the companies could n't raise prices to induce slow demand. This causes a malfunction in the self-regulating nature of markets. Same thing with Clinton's deregulation of Telecom in 1996. Deregulate access to telecom with ongoing regulation of supply (to avoid excess profits to what were alleged monopolies such as cable, phone and satellite communications that are clearly competitors). Again disaster with an overbuilding of capacity in one stage in inadequate buildout in another.
