We don't need more refineries, we need more efficient use of energy. I drive down the road and I'm surrounded by one occupant SUV's that are at least 35% less efficient, completely wasting an increasingly precious resource. For every 10 gallons I use, they use 13.5 or more. It's stupid, and it's why we are all paying almost $3 a gallon for gas.

Did I suggest a windfall profit tax? No, you are making a strawman argument.

We've passed 2 "energy" bills that did almost nothing but add to the bottom line of energy companies. And little or nothing for conservation, which is THE ONLY way out of this hole and has all sorts of ancillary economic benefits.
