For one thing. Bush is doing the best he can. It's all he knows. Think of him as the CIA child with severely restricted lines of communication and advice. Where he gets his information is what made him strong and it's also his ultimate demise. His world and lines of intelligence 'are' the problem. He personally is just acting as a trained rat....caught on the treadmill...
