"Not to deal with people in Chicago who cannot pay their gas bills, as far as I recall." No...just the hypothetical 3 of them who get really, really pissed off. But to find those 3 you gotta have the means to track the 300 they might have come from. And anyone who "sympathizes" with the 30,000. Remember...those 30,000 exist now...and that's just in Chicago. Do you think the government several years ago, had absolutely no idea that an energy crash was quite possible in the near future? Matt Simmons outright told them it was coming back then.
