Think of the gas gouging as similar to the S+L debacle. They took away the rules, then put their own cronies in power, all of whom promised to look the other way. The gouging even included a war to grab the biggest oilfields available to put more of the world's supply in their immediate control.

What the 2000-2001 phony energy crisis proves is that they all work together sometimes, and they definitely all band together with Bush-Cheney. This is the first and only time two ex oil executives will be running the White House. So they're taking full advantage.
