I barely know who Tom Delay is, and really could care less. To me he's just the latest name that pops up on the www.cnn.com webpage every now and then.

I'm still interested to learn what is the difference between "teaching to the test" in 5th grade, and teaching basic math and arithmetic. Can you answer that one in a clear simple sentence?
