Perhaps, but this teaching to the test problem (as you described, since AS is incapable of answering questions) doesn't seem like it is unavoidable. Better test preparation, less teacher knowledge of the actual questions, and a host of other possibilities seem like they could overcome that problem. I still think standardized tests are a good idea for schoolkids, and teacher evaluation based on the tests seems like a good idea as well.
