I think the Iraqis can, and should, take over their affairs immediately. Why do we presume that a few Al Quiada agitators and terrorists are a more powerful force than millions of Iraqis? We'll never let them, because we WANT an ongoing military presence in Iraq.

Its entirely feasible to have the Iraqis take over their affairs immediately and also maintain a military presence in Iraq. The US troops just stay on their bases and are civilians when they go out in the streets. That's the situation in Japan, Germany, and even Cuba! I agree however that it is long past time to start drawing troops down. Hard to understand why the US can't send one US soldier home each time an Iraqi soldier is "ready". You could even make it one for two or something, but the never ending "long as it takes" approach is a guaranteed loser, and at least won't last through the 2008 election.
