His testimony contradicts Brown, who has said he didn't learn of the conditions until days later and that local officials were most responsible for the sluggish response.

If the information was given to Brown in the form of e-mail, it is quite possible he did not receive the e-mail right away, especially if routed through a network battered by the storm. Also Brown is right, there was little FEMA could do, what with State and local officials keeping Red Cross and others out, the local government is and should have the prime responsibility.
