They have to bear some of the blame too, obviously. They didn't do thier due diligence and acted emotionally on critical national security issues. Many won't be reelected. I just don't get the need to defend Bush no matter what, even when its obvious mistakes have been made. Bosses get fired all the time for mistakes thier employees make. That goes with the territory. You are considered responsible if you are in charge. I thought everyone played by those rules, until I experienced the Bush administration and its supporters.
