1) AQ has always had operatives in a large number of countries - Atta lived in Germany before he came to the US and visited fellow AQ plotters in Spain. AQ attacks had been launched against the US in Yemen, Tanzania, Kenya, Pakistan, the Philippines. No change from today except they no longer have training camps operating openly.
