Dennis, the story on the local TV news last night was that:

a) The negotiations between AK and BP/COP/XOM are based on the "Alaska Stranded Gas Act" passed a few years ago by the Alaska Legislature; and

b) The price of natural gas in the lower 48 has risen so high that the huge volumes of north slope gas may no longer meet the technical definition of "stranded". If so, the companies can develop the gas on their own without state assistance, so the governor's negotiations would not be justified under the law.

This is part of a larger global pattern for fossil energy development -- all the easy stuff was developed first. The remainder is troubled by an array of increasingly complex technical, financial, and political challenges.
