In fact the correct vote was in the middle.

Since it was Dumbya and his bloodthirsty warmongers that would interpret the vote, the correct vote was a "No" one. Have you listened to Byrd's speech before he voted against the resolution? It was clear as daylight that a vote for it would be used by Dumbya and his gangsters to wage war on Iraq.

I have never been to Washington (save for a brief afternoon visit many years ago), and even I was able to understand what a "Yes" vote implied.
