Why outbreaks are not serious:
The first time I realized trouble spots of any nature are artificially created was in Nigeria. A friend of mine in the Nigerian intelligence services explained to me what the outbreaks of violence were:
He said that the people wanted something done and the only way to raise their case was to case trouble. Simple things: They need asphalt in a road, a new abattoir extend the local market area or a water borehole...
Some guys behind the scenes pump up and raise the populace to create trouble, burn some cars, if Christians they'd burn a mosque if Moslems they would burn a church... The usual. The government then sends some in and they'd buy social peace.
They got what they wanted and everything was back to normal.
Then when back in Brazil in 1991 I made the connection between buying social peace and outbreaks. There was a cholera outbreak. And then out of a suddenly there was cholera outbreaks all over the place. And there was the government telling what they were doing, what the statistics were saying and a few doctors being interviewed… the usual.
I asked one doctor what's going on with those cholera outbreaks. He said to me: those cities they have cholera cases higher than average due to sewage and education of the people and again the usual. Then a doctor in some municipality will talk with some journalist, and this journalist would publish an article in some local newspaper. Then some guys would pick it from there and call the TV and start talking about an outbreak. Normally this happens in summer when there are no newsworthy materials. Government rushes there and dole out some money to the municipality and promise some ambulances and hire more doctors and exactly like in Nigeria: they bought social peace.
Guess what? Other municipalities start having the same “outbreaks” and the government of the state was there buying social peace, ambulances and more money and hires a few doctors more. The usual.
The holiday season starts. Now is time for the people to come and they have to call the TV to show the governor and his family in the water in the beach saying: “There is no cholera the beaches are safe” We’ve done very successfully with the outbreaks thanks to the public health of the state, etc etc..”
Then Elmat went: ahhhh! That’s the way it is done. Then SARS came and now avian flu and it is the same script. Behind the scenes people are trying to capitalize in it. The usual… This stain may be killing people who tend chickens in Asian for the last 1000 years and no one would even hear about. The doctors and the laboratories and the governemtn organizations and others are profiting from it. Then other labs, other drugs makers long for that bonanza.
Until someone says:
Why not tell that migrating birds carry and we have our own trouble spot here and the government comes to buy social peace? Bingo! Here you get the outbreak! It is the same like the Canadians did. Lets get a couple of SARS infected people, buy them a ticket to come visit someone here and they come to the hospital and we have our own SARS outbreak here in Ontario.
Forget this outbreak thing. Is bullshit. Eat chicken, travel, go to restaurant and enjoy. Now if you see an opportunity to cash in on it, use the opportunity doing exactly like people do. Good luck for you when the government comes and pays for you to give social peace back.

yesterday I ate after three months my first salad here in Tehran where I am now. There was an (yes you are right) outbreak of cholera.
Construction workers from Pakistan started having cholera somewhere in the east of the country. 1.200Km away from here What was the cry? OUTBREAK.
No salad in the restaurants for 3 months!!! The company here was talking about organizing batches of vaccines to come from Dubai, and people talking about be extra carefull... The usual.
I had to educate everyone about what I knew about cholera and tropical deseases result of 9 years in Africa. Saying 75% people get cholera but doesn't show the symptoms etc...
