Saddam was not ignored in the 90's. We dropped hundreds of tons of bombs on him. We had him under constant surveillance.

There was a right way and a wrong way to remove Saddam. Leaving him in power indefinitely was not a good decision. But rushing to invade and occupy was the worst decision of all.
