The web as the computer has shifted the balance back to application servers. Hitting web pages is not processor intensive, and so App Servers can accommodate many users. Webs can be served by specialized servers and back end data bases. Why put heat generating computers with moving parts near people? The more expensive electricity and the higher the mean temperature the more the calculation bears out.
