Rumsfield was selling arms to Saddam for Reagan. At the time they were also selling arms to Iran in exchange for not letting the hostages go for Carter. Then came Iran-Contra. Reaganites armed both sides and laughed as they destroyed each other. They also used this arms lust to trick Carter out of being able to bring the hostages home and possibly be re-elected.
