I think the answer to the Cymer question is a very simple one. Here is the link to Komatsu's press release (dated 7/30/97) announcing their KrF laser.

In it, they state that production will start at 10 lasers/month ramping to 20/month by the end of the year. Presumably they are building these lasers to sell, as opposed to just filling up werehouses. I don't doubt that Nikon (or Canon for that matter) has Japanese customers who would prefer or at least tolerate a Japanese company to supply/service their lasers, and certainly Nikon would appreciate a second source. Cymer's current laser production is something like 35/month. If Nikon or Canon is now buying 10 lasers/month from Komatsu....well it sure looks like a push out to me.
