Yes. And, they are making much more serious threats to Canada now --- threatening to slow down trade at the border crossing, raise tariffs on lumber imports, (generally making as many threats to cross-border commerce as they can think of) --- to try to forestall Canada's Marijuana decriminalization effort.

(A change in Canada would move them into the camp of other nations that have already relaxed regulations and penalties, such as Great Britain, Spain, Portugal, France, Belgium, the Netherlands, Switzerland, etc.)
