Bush is the biggest spender of at least the last eight U.S. presidents, the Washington-based Cato Institute, which advocates limiting government, said in a report this month. Growth in discretionary spending under Bush has grown at an annual rate of 8 percent, compared with 4.6 percent under Lyndon Johnson, 3 percent under Gerald Ford and 2.4 percent under Jimmy Carter, said Cato, a libertarian policy research group.
