He does not indict. The grand jury does. So he has to convince "all" the members of the grand jury.

Let us hold off on partisanship since this is avery important issue for the country, especially when we are talking about spreading democracy overseas. Karl Rove etc. are under a cloud in people's mind right now even with regards to the 2004 elections.
