Scowcroft is voicing Poppy Bush's disgust over his son's stupidity, greedy and, oh yes, stupidity. Poppy always loved Jeb better and Iraq was Shrub's attack on Poppy Bush's 'cowardice' and inability to 'complete' the Gulf War.
