I agree with the point only if the alleged lying is questionable. In other words, if a witness claims he forgot to mention a conversation he had with a reporter, well, maybe he forgot. Prosecuting him for that would be overkill. But if the witness lied about a key incident, and it can be proven to be a blatant lie, then I think it's fair to prosecute even if the underlying crime didn't exist.
