This is a national shame.
So what kind of effect is this having? Say you work for the narcotics branch of a police department and things have been a bit slow. What are you going to do to keep the money flowing from the Gov't? Arrest any poor schmuck that happens to want buy a joint in order to bolster your arrest numbers. Say the person you arrest was a laid off electronics engineer or a college student. Guess what, now you have 2 people that would otherwise be or have the potential to be productive citizens with felonies on their records. Now the engineer can no longer get a job as an engineer and whatever the college student was trying to be is no longer viable..........

BTW, I know the electronics engineer, he's a friend of mine that used to be in the Navy and had lead a productive life until this drug bust ruined it.

When I was 19, I was arrested for possession of marijuana. What kind of effect could that have had on my life? Fortunately for me, possession was a misdemeanor in the state (NH) I was arrested in. If it had been a felony that arrest might of prohibited me from joining the military and having a successful 20 year career.
