If he was impeached then why did he continue to be President and why did Nixon quit?

In Clinton's case, it was the American people and their elected Reps eyeball to eyeball, and the elected Reps blinked. That is people power. That is democracy and I hope that when America is talking about democracy overseas these days, they point to this along with the Libby/Rove case etc. etc.

There were no legal grounds to prosecute Clinton and force him to leave office, leave alone having a case in the court of public opinion.
