It's really like all other energy... always there if you remove the impediments. You don't open the shutters and let the 'dark' in... only a lack of light. You can't turn on the 'dark'. You can't turn on the 'lack of electricity'... there really is no 'offness' brought down the wire, just blockage of the flow. A 'cloudy' day doesn't mean the sun isn't shining, etc. This is what is meant by 'god' is always there... "god forgives everyone for everything, and is still there for you", ever compassionate. You can't 'turn off' god, you chose to ignore god in one way or another and to one extent or another. The less you let in the more 'evil' you would be, but god is still right there by definition. Hence the Buddha said there is only one sin... ignorance... ignoring truth.... god... the way, whatever. To him how it manifested wasn't all that imporant, everyone is different.
