Question: Do naked shorts EVER have to buy back their shares? Since the shares aren't there to begin with, what would make them buy them back?

I ask this question because Antegenics has been listed on the SHO list almost continuously since it came out. Investors in AGEN are anticipating good news in the next six months which should cause short covering, but even if the good news happens, I'm not so sure there is any compulsion for naked short sellers to cover their positions.
