You need to reread this several times. It is clear from what you have posted that Clinton did not act unilaterally. He worked with all the nations including 8 Arab nations. Clinton had broad support not just nations like Lithuania, Bosnia etc. and besides this is what is very important which the war hawks in the Bush Administration did not do:
