Well, there is the RR and then there are the hardcore RR. TP guesstimates the HCRR at about 10%, that probably is pretty close. A bit higher in some places, a bit lower in others.

What do you think? Does this sound familiar? When he went into office, Texas was running a surplus. When he left, several billion dollars had evaporated and we were running deficits. Grad. students who work at their schools no longer qualify for subsidies for health insurance, since they can only work 20 hours a week, they are considered part time. Tuition and fees have been going up every year. Some colleges and universities have had to cut staff, despite having growing enrollment. It has been a rolling crisis ever since he left.
