Because no amount of foreign assistance can secure freedom for a people that won't seize it for themselves.

This is even more baldly apparent in Iraq. The Shia and the Kurds VASTLY OUTNUMBER Sunni and jihaddi opposition, yet even with the full assistance of the world's sole superpower they can't manage their own security and freedom.
