Honestly, I have to disagree that the administration wasn't lying. The Powell speech to the UN is one big lie. They were using arguments that were tissue thin and they weren't going to be derailed by the truth.

"The Administration eventually got its way, a former C.I.A. official said. “The analysts at the C.I.A. were beaten down defending their assessments. And they blame George Tenet”—the C.I.A. director—“for not protecting them. I’ve never seen a government like this.”

--------- Having a goal and pushing aside all analysis that doesn't support that goal is indeed lying. It's deliberate, it's pervasive and it's still on going.

New targets: Iran and Syria.

We live in a world gone nuts. Bush and his cronies may indeed start the next WW before he leaves office.
