You've just shown that your speculation about the "bar being raised" being the reason for the units falling out of readiness was wrong. A reporters question does not make it so. What Casey said was that he didn't know the specifics...that it was training, manning, leadership and equipment...just as I saw him say on TV...and this was included in your link. Nothing about raising the bar. The original standard of being able to operate independently of US forces still stands, and only one unit meets that requirement as of 9-29-05. Checkmate. Orca
