It isn't that they are left behind, they didn't even try..there are thousands of scholarships and programs out there for the taking. Personally I think it all starts when 2 year olds learn to talk and develop poor communication skills and bad slang habbits that will make them sound like an unintelligent dope for the rest of their lives. Children have to want to learn. You can throw all the money you want at it and the bottom line is you can't force anybody to do anything..read books, do rigorous homework, peform critical analysis. For too many kids they have parents that don't care and let them play for the rest of the day after school.
