I was in Toulon a few weeks ago and can tell you going out at night is not dangerous at all. There is a 5-10 block area you should stay out of, but other than that it's beautiful walking around the docks at night.

The people who write this kind of stuff have never walked around where I grew up in D.C. late at night.
