the problem is Roche can't make enough and there may be a critical need. Roche should, of course, receive a fair royalty or share of the profits. After all the govt would be building the factory. Royalties could go to pay for the factory and transfer it to Roche. Basically, the govt would be loaning the money to build a factory quickly.
