It doesn't say that he'd seen the documents in the commissions report. It does say that he thought they were forged though. He knew about the documents, as he was briefed about them by the CIA.

Subsequently, as you say, he saw them and by then everyone knew they were forged.

By the time he spoke to the commission a lot of time had gone by. I can see how he could have gotten the fact that he thought the documents were forged before and the fact that they were forged confused. He said he thought they were forgeries...and they were. He didn't really lie, he mis-spoke about it perhaps at the worst.

Libby on the other hand said that Russert told him that Plame was a CIA agent. He told this lie to the Grand Jury and the FBI. Russert says he didn't know or tell Libby anything about Plame. Now this lie was told only a few months after the fact, and it was told twice, and it's not true...therefore Libby is a liar.
