"High unemployment for engineers is about 3%."

The last stat I read is that it's running about 6-8% for software developers, which is what I used to do. More H1-B's (and I've worked with many) will just make this worse. You're right that the main problem is outsourcing, but more H1-B's can't help the poor schlubs still looking.

" Experts at Forrester Research, estimate that 26 percent of the American computer programming and software engineer jobs will be gone by 2015. The most successful American programmers (that is, those who manage to hold onto their jobs) may be programmers who are able to reinvent themselves, taking their work in a more people-oriented direction, i.e., acting as a liaison between customers and basic programmers or managing staffs scattered around the world."

Which is why I've moved on to greener pastures..
