I think you are missing at least part of the point when you focus on wage levels. There's a skill level issue as well. I'd bet that companies would still need this program to fill positions even if they had to pay more in salaries for them. Our dumbed down education system isn't producing enough talent.

I think another thing that is missing from the debate is that these people create jobs. A person with a Masters degree in engineering or a PHD in computer science isnt a net drain on the economy in any way shape or form. I would much rather have them innovating and creating jobs in the US than doing so in their home countries.

One of the substantial hidden costs of the war on terrorism is that some of the elite in other countries are staying home rather than coming to the US to get their education or start their career. We have been skimming the cream of the crop from the rest of the world's educated work force for decades and that process has slowed somewhat in the last five years. Some of that is inevitable due to the modernization in other countries but some of it is due to a less hospitable atmosphere for those who do choose to come here. I'm thinking particularly of some articles I read a while back about the additional requirements we have imposed since 9/11 on those who want to study here.

The security procedures might be necessary but we are going to be paying for them for a very long time.
