Actually the Shah or Iran's fall started before Carter, during Gerald Ford's and Nixon's time. The Shah was our ally but he dug his own grave by persecuting his people and living like a king. He also had a very nasty Gestapo type group which was guilty of Saddam like tortures and executions.

Carter had no choice but to let the Shah fall. We were in no position to invade Iran. The hostages that were taken Carter tried hard to rescue but the mission failed because of sand storms. After that, the Iran-Contra bunch working for Reagan promised Iran lots of arms shipments if they didn't release the hostages until after Reagan could beat Carter. That was a dirty trick which did Carter in. Plenty of arms then went to Iran, both before and after the Contra scandals.
