I would call that a bold statement made after the fact. It still doesn't say that he had seen them on his trip. He simply assumed that since he had spoken to the individuals most likely to have had dealings with Iraq that any documents would be forgeries. It is an assumption but not a lie.

The fact that his trip did not add a great deal of new information is also not a lie. The administration disregarded whatever he had to say. Why? Possibly because it did not fit their agenda.
