I'm not surprised they didn't find WMD, but I am surprised you expected Cobalt to make a sound judgement call. The funny thing about this whole WMD affair is that it is an instant replay of 30 years ago. The same people ran the same game. It was called Team B, and it concerned the Soviets. Team B went through the CIA's info, cherry-picked the worst, fabricated some more, and came up with estimates that were much more dire than the CIA's predictions (which themselves were overstated).
