QUALCOMM's R&D has historically returned great results. There's no reason to expect anything different now. So that $1 billion is money in the bank, to be returned in 3 years greatly increased.

It's not as though there's not much left to do in mobile cyberspace. It has barely begun. The R&D isn't going on slightly more oxidation-stable plastics for phone housings.

It's not like "strategic investments" such as NetZero and ideas which seemed to be "open chequebook" strategy rather than real opportunities. Let's hope there aren't too many WirelessKnowledge/Wingcast/Graviton/ etc failures lurking in the research centres.
