two separate massive gov't conspiracies No, it was one conspiracy. The Downing Street Memo shows how Britain was strongarmed into passing on the false data as if it were real. Bush not only lied in the SOTU, but he was explicitly warned that his statements were a lie by the CIA and he temporarily dropped the lie from his speeches until Cheney and his group insisted upon retelling the same lie. One conspiracy, but a really bad one for the country. TP
