Saying "he can't convey the state of the union through lies" simply isn't making an argument for an explicit requirement that SOTU information has to be completely accurate. Even if inaccurate information was automatically interpreted as being a lie that would only make it implicit. Explicit is when something is directly stated. Ideas implicit in statements may be very important. Maybe they should be observed and given a decently high priority, but that doesn't make them explicit.

Explicit - "Fully and clearly expressed; leaving nothing implied."

Implicit - " 1. Implied or understood though not directly expressed: an implicit agreement not to raise the touchy subject.
2. Contained in the nature of something though not readily apparent: “Frustration is implicit in any attempt to express the deepest self” (Patricia Hampl).
3. Having no doubts or reservations; unquestioning: implicit trust.

From dictionary.com

Explicit in this case would be something like "If the president lies in the SOTU address he will face the penalty of..." or "The president is required to be completly accurate to the best of his ability in ever SOTU address..."

Your argument is a better attempt to demonstrate that honesty and a fair degree of accuracy is an important implicit requirement from the constitution. It totally fails as an attempt to state that it is an explicit requirement.
