Not the same thing. "I plan to carry my umbrella tomorrow" is not the same as "I expect rain tomorrow."

I carry my umbrella as a precaution. I might think the chance of rain is only 30%. Similarly, Altera made a cautious forecast, which might have been prompted by what they think is a 30% chance that the consumer would be weak.
