Skeeter you can find access to upgrades and downgrades at Briefing Com. Personally I find the actual upgrade or downgrade as an excuse to think real hard to do the opposite. Just like buying GEMS today when it was oversold(I hope). You will see that the new rating appear for many stocks and even Legg Mason will show up when there is an actual change in a recommendation by them. Here is the URL. Regards, Jeff
