The issue here is very fundamental. Do people in positions of power such as that of a VP obtain info about its citizenry and then use them for their political gains.

Cheney requiring Tenet to give him that info because of his position and then taking that out to the reporters so as to destroy Wilson through his wife is a violation of a fundamental value of American politics.
