To select the 9 with the highest IQ?
To select the 9 with the most overall knowledge?
To select the 9 with the most knowledge of the Constitution?
To select the 9 most selfless?
To selct the 9 with the most humility?
To select 9 with the most virtue?
To select the 9 with the most education?
To select the 9 with the most relevant experience?
To select the 9 with different skills to complement each other?

After select the 9 nine most qualified, but

Selecting 9 Catholic men may not be a good idea.
Selecting 9 Jewish men may not be a good idea.
Selecting 9 atheists may not be a good idea.
Selecting 9 people from the same school may not be a good idea.

Perhaps balance may be a good idea?
