I would guess from the way it's phrased that they mean any paid work that was reported as being done outside the home. I would guess a farm wife, for example, even if she was doing chores, and she surely would be, would not be counted as working outside the home- because she wouldn't be on a payroll. Or a women with a beauty parlor in her garage, who didn't report the income, probably wouldn't be counted. Seems to me they are probably using payrolls as evidence of working outside the home.
