I wonder how they kept track of this before World War II, which, as I understand it, is when payroll withholding tax went into effect? Before that, you were more or less on the honor system, although if you had a business establishment in the business district you probably could not evade taxes. Even until recently maids and other domestic workers haven't report their income. At any rate I don't have a problem believing that in some social classes women never worked outside the house, but they pretty much all had servants, at least that was my observation during that time. Servants are pretty much invisible.
